Mission: Hacienda is a Latino Community Development Corporation that strengthens families by providing affordable housing, homeownership support, economic advancement and educational opportunities. Status:                         Full-Time, Exempt Reports to:                  Executive Director Salary Range:              $65,000.00 - $90,000.00 DOE Position Summary: This is a senior level position with leadership responsibility for all the housing development, mixed-used projects and neighborhood revitalization development activities for the organization.  The Housing Developer coordinates and implements all activities relating to project development from feasibility analysis through completion of construction and coordinates and integrate development processes with asset management staff for funding compliance and optimum portfolio performance.   Specific Duties and Responsibilities: ·         Manage all aspects of the affordable housing development process in consultation with the Executive Director. ·         Identify, evaluate, and recommend potential sites and project concepts and lead negotiations for property acquisition and land use approvals. ·         Develop and manage financial pro-forma including predevelopment, development, and operating budgets from construction to permanent financing. ·         Prepare funding application packets, negotiate terms, and procure project financing from a variety of public and private sources. ·         Coordinate, document and facilitate escrow closings. ·         Conduct competitive requests for qualifications/proposals processes, and negotiate, prepare, and manage multiple contracts with a variety of third-party development professionals and vendors. ·         Serve as the lead project manager and owners representative during all phases of construction. ·         Manage development budgets ensuring that project expenditures meet all grantor, lender, and investor requirements. ·         Coordinate outreach to impacted neighborhoods, obtaining community support, and maintaining positive neighbor relations during all phases of the development process. ·         Maintain project records and prepare and submit a variety of funder required reports. ·         Serve as a technical resource to the Asset Manager on long term capital improvement plans and compliance. ·         Participate in internal and external meetings including Board of Directors, staff, advisory committee and community. ·         Perform other duties as assigned by the Executive Director Skills and Educational Requirements: Required skills include strong financial pro forma skills, including proficiency in Microsoft Excel.  High degree of independence, initiative, responsibility, and accountability.  Experience with private and public debt financing for affordable housing.  Exposure to design issues and construction materials and methods.  Well –developed oral, written and public speaking skills.  Ability to work within project teams and supervise work of consultants. Capacity to manage two or more projects independently. Minimum educational qualifications include a Bachelor’s degree in a closely related field and four (4) years of field experience in housing development project management.   Preferred qualifications include a Masters degree in urban planning, business, economics, law, or a related field and six (6) years experience in affordable housing development.   Bi-lingual (Spanish) and Bi-cultural skills preferred.   Working Conditions: Duties are performed independently but in the framework of a team. Individual may determine practices and procedures consistent with the parameters established by approved budget, and work plans, as approved by the Executive Director. Nontraditional hours may be required during peak times, such as funding deadlines and evening meetings.  Position involves complexity in dealing with a wide diversity of individuals and organizations.  Essential skills include Ability to interact with all segments of society in accordance with Hacienda’s Core Values, establishing priorities, timely project completion, and utilizing fiscally sound cost practices.  All positions at Hacienda CDC are at will and subject to annual performance evaluations. Compensation: The salary range for the Housing Developer position is $65,000.00 to $90,000.00 depending on experience, plus benefits. This is a full-time, exempt position.
